Purbachal Plot FAQ: Price, Transfer, Building and Loans

Short, dated answers to the questions people ask most about plots in RAJUK’s Purbachal New Town: price, sectors, documents and transfer, building, loans and buying from abroad. Where a fact can change, the answer gives the date of the source. Last checked: 8 October 2026.

Price

What is the price of a plot in Purbachal?

There is no single price. Asking prices differ by sector, plot size, front-road width, facing, and whether the plot is a corner plot or beside a lake, park or main avenue. We do not publish a flat “per katha” rate because it would mislead. See the Purbachal plot price page and individual plots in the plot finder.

Why do two plots of the same size have different asking prices?

Because position matters as much as size. A plot on a wider road, a south-facing plot, a corner plot, or one near a lake or an avenue is usually asked higher than a same-size plot on a narrow inner road in the same sector. The seller’s urgency and the allotment category of the plot also affect the asking price. Compare like with like in the plot finder.

What costs are there besides the price?

Under the Housing and Public Works Ministry notification announced on 10 November 2025, the buyer pays a fee of 3% of the deed value at the sub-registry office when a plot is transferred. On top of that come registration charges and taxes at the sub-registry office, deed-writing and lawyer’s fees, mutation fees and the broker’s commission. Registration charges and tax rates change, so get the current figures from the sub-registry office or your lawyer before you agree a final price.

Choosing a sector

Which sector of Purbachal is best?

It depends on what you want the plot for. If you plan to build and live soon, look first at where houses are already going up and where water and electricity have reached, and visit at different times of day. If you are holding for the long term, road width, distance from the expressway and the planned metro stations, and what is next to the plot matter more. We suggest shortlisting by budget and size in the plot finder and then visiting two or three sectors before deciding.

How big is Purbachal, and how do I get there from Dhaka?

RAJUK’s project page gives 6,213 acres, 30 sectors and about 26,000 residential plots, between the Balu and Shitalakhya rivers; plots are 3, 5, 7.5 and 10 katha (1 katha = 720 sq ft). The page, which is undated and appears to be from around 2022, puts the town 6.8 km from the Airport Road–Pragati Sarani crossing at Kuril. You reach it by the Purbachal Expressway, widely known as the 300 feet road, about 12.5 km from Kuril to the Kanchan Bridge, formally opened on 14 November 2023. Travel time depends heavily on traffic at Kuril, so test the trip at the hour you would normally travel.

When will the metro reach Purbachal?

Not soon. The Purbachal route of MRT Line-1 is planned as about 11.4 km with 9 stations from Notun Bazar to Purbachal Terminal, mostly elevated. The line was originally due in December 2026. On 16 September 2026 ECNEC approved a revised cost of about Tk 1,14,395 crore, and The Business Standard reported a new completion target of 2033; a month earlier The Financial Express had reported that the implementing company proposed December 2035. Treat any date as provisional.

Documents and transfer

Which documents should a seller of a Purbachal plot have?

Normally: the RAJUK allotment letter, receipts for the allotment price, the possession letter, the registered 99-year lease deed, RAJUK’s letter recording the seller as allottee if the plot has changed hands, the land-office mutation (namjari) record, up-to-date land tax (khajna) receipts, and the seller’s NID. Is RAJUK permission needed to sell or buy a plot?

For most residential plots, not any more. A Housing and Public Works Ministry notification announced on 10 November 2025 removed the need for the agency’s prior permission for sale, gift, inheritance and mortgage of residential plots. The buyer pays the 3% fee at the sub-registry office and must submit the deed and mutation papers to RAJUK within 90 days (late fine Tk 50 a day, up to Tk 10,000). Permission is still required for plots specially allotted between January 2009 and July 2024, plots with ownership disputes, abandoned property, non-residential plots, and for dividing or merging plots.

How do I know whether a plot falls under an exclusion?

Ask RAJUK, in writing if possible, giving the sector, road and plot number. The ministry said in November 2025 that it would publish a list of plots transferable without permission. Unconfirmed: we could not confirm from a public source that the list for Purbachal has been published as of 8 October 2026. The allotment letter shows the date and category of allotment, which is the first thing to look at.

How do I check that the seller is the real owner?

Go to RAJUK’s Estate and Land office and confirm who is recorded as allottee of that plot, then match that name to the seller’s NID and to the person you meet. Do not rely on papers alone. In a case reported by Prothom Alo on 5 October 2022, nine Purbachal plots were sold for about Tk 84 crore by impostors with forged RAJUK papers; police said a check at RAJUK would have exposed it.

What is a bayna and does it have to be registered?

A bayna is the written sale agreement signed when part of the price is paid in advance. It must be presented for registration within 30 days of signing under section 17A of the Registration Act, 1908. Sign it only after verifying the plot and the seller, and pay the bayna money through a bank to the owner’s own account.

Building and living

Can I build on my plot now, and how many floors?

You can build after RAJUK approves your building plan. Prothom Alo reported on 18 October 2025, citing RAJUK, that 460 building plans had been approved in Purbachal, 90 buildings were complete and 77 were under construction. We could not find a published source that states the permitted floors, floor area ratio (FAR) or setbacks for Purbachal plots by size and road width, and Dhaka’s planning rules were revised in October 2025. Confirm with RAJUK or a RAJUK-enlisted architect for your exact plot before you buy on the assumption of a certain number of floors.

Is there water, electricity, gas and sewerage?

Partly, and it differs by sector. RAJUK’s undated project page says electricity is in all sectors. Water is supplied by RAJUK through a private partner from deep tube wells; connections began in Sectors 1 to 3 and part of 4 in early 2023 (Prothom Alo, 22 February 2023). Bonik Barta reported on 7 December 2025 that plot owners still face shortages of water, electricity and gas and that core infrastructure is incomplete. The sewerage network and treatment plant are a planned PPP project still listed as “in development phase” (PPP Authority page, updated 30 October 2025). We found no source showing piped household gas in Purbachal, and Titas said in October 2024 that new residential gas connections remain suspended, so plan on LPG cylinders. Check the position on your own road before buying.

Can I get a bank loan to buy a Purbachal plot?

Unconfirmed, so ask the lender before you commit. Bangladesh Bank raised the housing-loan ceiling in January 2026 to as much as Tk 4 crore per borrower, with at least 30% to come from the buyer, and Prothom Alo (11 January 2026) described the scheme as covering purchase of a flat or plot. However, Bangladesh Bank had earlier instructed banks not to lend for land purchase, and we could not confirm how individual banks and finance companies now treat a vacant RAJUK plot. Ask two or three lenders in writing whether they finance purchase of a leasehold RAJUK plot, or only construction on a plot you already own.

Buying from abroad

Can I buy a Purbachal plot while living abroad?

Yes, normally through a registered power of attorney given to a person you trust completely. The power of attorney is signed at the Bangladesh mission in your country and then completed in Bangladesh within the time limits; bdnews24.com reported on 7 November 2025 that under rules amended in February 2025 a Bangladeshi passport is no longer the only accepted identity document, and an NID, birth certificate or a foreign passport with a “No Visa Required” sticker can be used. Have a lawyer in Bangladesh draft it, limit it to this purchase, and see the plot’s RAJUK record yourself or through your lawyer.

How should I pay from abroad?

Send the money through the banking channel to your own account in Bangladesh, and pay the seller from that account by pay order or transfer to the seller’s own account. Do not send the price to a relative’s, agent’s or broker’s personal account, and do not pay before the plot and seller are verified at RAJUK. Keep the bank records; they are your proof of payment. Ask your bank about the rules for your type of account.
