Buying a Purbachal Plot from Abroad: Power of Attorney and Payment

In short: you can buy a Purbachal plot while living abroad. Most buyers give a power of attorney to someone they trust in Bangladesh. It is signed before the consular officer at a Bangladesh mission, sent to Bangladesh within 6 months, then authenticated by the Ministry of Foreign Affairs and stamped by the district Collector; the stamping must be done within 3 months of its arrival. Send the money through a bank to your own account in Bangladesh, and pay the seller’s own account from there only after the plot and the seller have been checked at RAJUK.

Two ways to buy from abroad

  • Come for the deed. Your lawyer or a trusted relative does the checks first; you fly in to sign the bayna and the sale deed at the sub-registry office yourself. No power of attorney is needed.
  • Give a power of attorney. Someone you trust signs the bayna and the deed for you, pays the fees and files the papers. This is how most buyers abroad do it.

Either way, the rules of the purchase are the same as for anyone else: the 3% RAJUK fee, about 8.5% in government charges for the buyer, and filing with RAJUK within 90 days (transfer guide).

The power of attorney, step by step

  1. Have it drafted in Bangladesh. Ask a lawyer to draft it for this one purchase: the plot’s sector, road and plot number, and only the powers needed (sign the bayna and the sale deed, pay the fees, apply for namjari and file with RAJUK).
  2. Sign it at the Bangladesh mission. You appear in person before the consular officer at the Bangladesh embassy, high commission or consulate in your country, with the documents the mission asks for. Each mission sets its own list and fee, so check its website first.
  3. Use an accepted ID. Since the February 2025 amendment to the Power of Attorney Rules 2015, a Bangladeshi passport, NID or birth registration is accepted, and a person of Bangladeshi origin can use a foreign passport with a “No Visa Required” sticker.
  4. Send it to Bangladesh within 6 months of its authentication at the mission (Power of Attorney Rules 2015, rule 10(4ka), as amended).
  5. Authentication and stamping in Bangladesh. After it first arrives, the Ministry of Foreign Affairs authenticates it and the Collector (the Deputy Commissioner’s office) stamps it; the Collector then sends a copy to the sub-registrar to record (Power of Attorney Act 2012, section 6). Stamping must be done within 3 months of its first arrival in Bangladesh (Stamp Act 1899, section 18).

For a residential plot on RAJUK’s schedule, executing a power of attorney needs no RAJUK permission since November 2025. A power of attorney you give can be cancelled later; one given by a seller for money paid is irrevocable, which is a different case (details).

Whom should I give the power of attorney to?

Only someone you trust completely, because they will sign and pay in your name. Keep the powers to this one plot. Ask your attorney to send you a copy of every receipt and deed as it happens.

Checks you can still do from abroad

  • A first look online: RAJUK’s EPMS ownership search shows the name on a plot. It is a first check only (how to use it).
  • The real check, by your attorney or lawyer: seeing the plot’s file at RAJUK’s Estate and Land branch with the seller, and a search at the sub-registry office for earlier deeds. Do not accept a “RAJUK contact” offered by the seller or a middleman.
  • A video call with the seller, to match the face with the NID and hear that the seller wants to sell.
  • A site visit by someone you trust: pillars, measurements, nobody in possession, and the plot’s pin saved on Google Maps.

The full order of checks is in our 13-step buying checklist. Since 1 September 2026 Purbachal applications to RAJUK are made online on EPMS, and your attorney applies there.

Sending and paying the money

  • Send the money through the banking channel into your own account in Bangladesh.
  • From there, pay the seller’s own account by pay order or bank transfer, in the name that matches the seller’s NID. Write the pay order or transfer numbers in the bayna and the deed.
  • Never send the price to a relative’s, agent’s or broker’s personal account, and never pay before the checks above are done.
  • Pay government fees and taxes by pay order or challan, never in cash.
  • Keep every bank record: it is your proof of payment, and it shows where the money came from.

The deed value cannot be below the government minimum (mouza) value. We do not advise writing a lower value than the real price; the risks are explained here.

After the deed

  • Filing with RAJUK: within 90 days of the deed, your attorney submits the certified deed copy and the namjari papers on EPMS; the late fine is Tk 50 a day, up to Tk 10,000.
  • AC Land namjari: applied for online, Tk 1,170 in total. In 2022 the Land Ministry set shorter time limits for applications by Bangladeshis abroad: 12 working days in metropolitan areas and 9 elsewhere, against 28 days for others (Prothom Alo, 28 September 2022).
  • The originals: collect every original paper from the seller (allotment letter, possession letter, lease deed, earlier deeds, receipts) and keep them somewhere safe.

How we help buyers abroad

Purbachal Estate Agency has brokered Purbachal plots since 2010. We show plots that owners and partner agents have given us to sell, show the plot on site to you or the person you send, arrange a meeting to see the seller’s papers, and go to RAJUK and the sub-registry office by appointment. We never hold the purchase money; it goes straight to the owner’s bank account. We are not lawyers, so use your own lawyer for the power of attorney and the checks. Call or WhatsApp 01711-482191. Office: House 13, Road 305, Sector 24, Purbachal New Town, Dhaka (Saturday–Thursday, 10 AM–6 PM; closed Fridays and government holidays). Plots with prices and map locations are on the Find plots page.

Questions from buyers abroad

Do I have to come to Bangladesh to buy a plot?

No. With a power of attorney made at a Bangladesh mission, a trusted person can sign the bayna and the sale deed for you. Come yourself only if you want to sign in person.

Can I make the power of attorney with my foreign passport?

Yes, if you are of Bangladeshi origin and the passport carries a “No Visa Required” sticker; this was allowed by the February 2025 amendment to the Power of Attorney Rules. A Bangladeshi passport, NID or birth registration also works.

Does the power of attorney need RAJUK’s approval?

Not for a residential plot on RAJUK’s schedule: since the notification of 9 November 2025, executing a power of attorney for such a plot needs no RAJUK permission. Excluded plots still need RAJUK’s permission first.

Can the seller also be abroad?

Yes, through the same kind of power of attorney. Then insist on a video call with the owner, check the power of attorney is registered and not cancelled, and pay only into the owner’s own account.
