How to check who owns a Purbachal plot at RAJUK (2026)
We found no official “owner list” for Purbachal published by RAJUK, but RAJUK does run two online lookups where you pick the project, sector, road and plot: the ownership information search on its EPMS portal and the older WPLRS system. Both opened without a login on 10 October 2026. Treat what they show as a first check only: ownership is proved by RAJUK’s own file, checked at its Estate and Land branch with the seller beside you, before you pay.
Is there a public Purbachal plot owner list?
Not one we could find from RAJUK. Lists passed around on Facebook or as PDF files are not RAJUK records and prove nothing. Plot numbers were given out by lottery at RAJUK (for example, 670 original inhabitants received plot IDs on 28 May 2017, Jago News), but we found no official online archive of those results. This is what RAJUK itself has online:

Use these searches only for a plot you are actually buying. A matching name is a good sign; it is not proof, because a forger can read the same screen.
How do I check the owner at RAJUK before paying?
- Get the plot’s address. Ask the seller for the sector, road and plot number and photocopies of every paper.
- Search it online. Look the plot up in the EPMS ownership search and note the name. If it differs from the seller’s papers, stop and ask why.
- Go to RAJUK with the seller. The Estate and Land branch handles Purbachal files; RAJUK’s address is RAJUK Bhaban, Dhaka-1000. Since 1 September 2026 that branch’s Purbachal applications are filed online through EPMS (RAJUK notice, 31 August 2026), so an owner with an application in progress can show you its status from his own EPMS account.
- Ask about the file. Who is recorded as the allottee or owner now? Are all instalments paid? Is the lease deed registered? Is there any due, mortgage, cancellation, court case or pending application?
- Match the person to the papers. Compare the seller’s NID, name, father’s name and photograph with the allotment letter and the RAJUK record.
- Register only at the sub-registry office. After the deed, give RAJUK the certified copy within the time limit; see the transfer and namjari guide for current rules and fees.

Which papers must the seller show?
Ask for the originals, and check that sector, road and plot number are the same in every one.
- Allotment letter (বরাদ্দপত্র): shows the allottee’s name, the date and the allotment category.
- Instalment receipts: every payment to RAJUK, with nothing outstanding.
- Lease deed (লিজ দলিল): registered. RAJUK’s EPMS guide says a lease is not valid without registration.
- Possession letter (দখলপত্র): RAJUK issues it when it approves handing the plot over to the allottee.
- RAJUK namjari (mutation): needed if the seller is not the first allottee. The EPMS guide says the mutation certificate can be used as proof of ownership.
- National ID: the seller’s own, matching the name on all of the above.
What if the seller holds a power of attorney?
Be more careful, not less. RAJUK’s EPMS guide says an attorney can do only what the document states, that a sale needs a specific, registered power of attorney, and that the power ends automatically when the owner dies or cancels it. So speak to the owner directly, confirm that he or she is alive and wants to sell, and have RAJUK look at the power of attorney before you pay.
Why does checking at RAJUK matter?
In 2022 police arrested two people over a fraud in which a business group paid Tk 84 crore for nine Purbachal plots sold with forged allotment letters, office orders, ownership certificates and sale permissions, by fake “owners” carrying fake NIDs (Prothom Alo, 5 October 2022). The “registration” was done at the buyer’s own office, with staff of the Rupganj sub-registry office brought there for a commission. Police said the buyers lost the money because they had not checked with the relevant RAJUK office, and the plots were never mutated in their names.
One more reason: since November 2025 the lessor’s prior approval is no longer required to transfer residential plots placed on the ministry’s schedule (BSS, 11 November 2025). Where that applies, RAJUK’s approval no longer comes before the deed, so the check is yours to make.
What are the red flags?
- The seller will not go to RAJUK with you, or says there is no need.
- Registration is offered at an office, a house or a hotel instead of the sub-registry office.
- Only photocopies are shown; the originals are “at the bank” or “abroad”.
- The name on the NID does not match the allotment letter or the RAJUK mutation.
- A power of attorney whose owner cannot be reached by phone or in person.
- The name in RAJUK’s online search is different from the seller’s.
- A price well below similar plots, with pressure to pay bayna in cash today.
What can a broker do, and not do?
A broker can find a seller, arrange the meeting, and go with you to RAJUK and the sub-registry office. A broker cannot prove ownership: only RAJUK’s record does that, and a broker’s word, a photocopy or a screenshot is no substitute.
