- Questions about selling a plot in Uttara
In short: Across the 157 residential plots for sale in October 2026, the median asking price per katha was Tk 1.50 crore in the 3rd phase (Sectors 15–17) and Tk 2.20 crore in Sectors 1–14. With some exceptions, a residential plot listed in RAJUK’s schedule can be sold without RAJUK’s prior permission (Housing and Public Works Ministry notification, 9 November 2025). Almost all of Sectors 12 and 14 fall under the airport height limits.

How much is land in Uttara? Plot price per katha by sector (October 2026)
Asking prices of the 157 RAJUK residential plots for sale in Uttara in October 2026, by sector. Prices are in lakh Taka per katha.
| Area | Plots | Median | Middle half of plots | Lowest–highest |
|---|---|---|---|---|
| Sectors 1–14, all | 31 | 220 | 180–278 | 140–320 |
| Sector 7 | 5 | 291 | 288–309 | 275–313 |
| Sector 10 | 4 | 180 | 178–185 | 172–200 |
| Sector 11 | 7 | 207 | 200–227 | 193–280 |
| Sector 12 | 5 | 167 | 167–177 | 153–183 |
| 3rd phase (Sectors 15–17), all | 126 | 150 | 135–160 | 100–240 |
| Sector 15 | 31 | 155 | 150–177 | 133–227 |
| Sector 16 | 28 | 150 | 140–161 | 117–240 |
| Sector 17 | 67 | 142 | 127–153 | 100–183 |
Why prices differ within one area
Compare the 3rd-phase 3 katha plots and the difference is clear (median asking price per katha, lakh Taka):
| Type of plot | Plots | Median |
|---|---|---|
| 30 ft front road (not corner or lakeside) | 26 | 123 |
| 60 ft front road (not corner or lakeside) | 25 | 150 |
| Corner plot | 10 | 158 |
| On or near the lake | 9 | 157 |
In other words, in the 3rd phase, 3 katha plots on a 60 ft road ask about a fifth more per katha (median) than those on a 30 ft road. So “what is a plot worth in Sector 15?” has no one-line answer: the road, the facing, whether it is a corner, and whether houses have come up around it all decide the price.
Asking price and selling price
The tables show asking prices of plots for sale. After negotiation, the selling price is usually lower; how much lower depends on the plot’s road, position, papers and how quickly the owner wants to sell. Pick the sector and size in the form above to see your sector’s figures straight away; we talk with you about your plot’s price by phone or WhatsApp.
What buyers look for in each part of Uttara
Uttara was built in three phases, and buyers look for different things in each. The median asking price per katha is shown with each group.
Sectors 1–10 (1st phase)
Median asking price per katha: Sector 7 Tk 291 lakh, Sector 10 Tk 180 lakh
- The then Dhaka Improvement Trust (later RAJUK) planned Uttara in 1966; the 1st phase, Sectors 1–10, was finished in 1992. About 6,000 plots on about 950 acres.
- Almost every plot is built on. Here a buyer is really buying the chance to replace an old house with a new building, so the width of the front road is the big question.
- The 2023 amendment to the DAP (Dhaka’s Detailed Area Plan) let a 5 katha plot on a 25 ft road in planned areas such as Uttara go from 9 to 10 storeys, and up to 12 storeys on a 60 ft road. The December 2025 revision raised road-based FAR (total floor area allowed relative to plot size) further.
- Sector 6 has the Kuwait-Bangladesh Friendship Government Hospital and RAJUK Uttara Model College.
Sectors 11–14 (2nd phase)
Median asking price per katha: Sector 11 Tk 207 lakh, Sector 12 Tk 167 lakh
- Built between 1992 and 1998; about 5,315 plots on about 438 acres.
- Almost all of Sectors 12 and 14 lie in the airport’s “inner approach” area north of the runway. Building height there is limited by distance from the runway, and a height clearance from the Civil Aviation Authority of Bangladesh (CAAB) is required (The Daily Star, 22 July 2026).
- Sector 12’s median asking price is lower than neighbouring Sector 11’s. The height limit may be one reason. In these sectors buyers first ask how many storeys can be built, so having the height information ready makes negotiation easier.
Sectors 15–17 (3rd phase)
Median asking price per katha: Sector 15 Tk 155 lakh, 16 Tk 150 lakh, 17 Tk 142 lakh
- Project approved in May 2000; about 8,295 plots, handed over from 2011. Inside is a lake about 8.5 km long, and avenues 110 to 210 ft wide.
- Three metro stations serve this part: Uttara North at Diabari, Uttara Center and Uttara South; Uttara Center opened on 18 February 2023 and Uttara South on 31 March 2023. When talk of the metro began, land here was Tk 40–50 lakh per katha; by January 2023 it had reached at least Tk 1 crore (Jagonews24). In October 2026 the median asking price per katha is Tk 1.50 crore.
- As reported in January 2023, electricity was then available, but there was no piped gas, WASA water or sewerage, and many plots were not yet demarcated. So buyers here check whether the plot has been handed over, whether the front road is built, and how close the metro station is.
- Lakeside, corner and 60 ft road plots ask more than ordinary plots on 30 ft roads (see the tables above). A project to grow a Miyawaki forest on the lakeside at Diabari was launched on 26 November 2025.
Sector 18
Mainly RAJUK’s Uttara Apartment Project
- RAJUK’s apartment project stands on 214.44 acres in Sector 18; Block A’s 79 buildings (6,636 flats) are complete. A new project of 7,544 flats in Blocks B and C has been proposed, with a June 2030 target (Jugantor, July 2025).
- RAJUK’s schedule lists only the apartment project’s flats for this sector, not residential plots.
What applies across Uttara
- Metro rail: with all stations open, the metro takes about 38 minutes from Uttara to Motijheel (The Daily Star, November 2023). The Motijheel–Kamalapur section is expected to open in July 2027 (Dhaka Tribune, 17 October 2026).
- Towards Ashulia: work continues on the 24 km elevated expressway from the airport via Abdullahpur and Ashulia to the EPZ; two toll-free bridges over the Turag opened on 2 September 2026.
Selling your Uttara plot: 4 steps
- Tell usSend the sector, size and the price you expect, on WhatsApp, by phone or in the form on this page. No papers are needed for the first conversation.
- Set the priceWe discuss the price using the sector, front road and today’s asking prices; you decide the price.
- Verified buyersWe tell the interested buyers we have about the plot. Anyone who wants to see it is checked first, and we never give out your phone number.
- Agreement to deedAfter negotiation comes the sale agreement; then the source tax is paid and the sale deed registered at the sub-registry office, and the buyer files the namjari papers with RAJUK.
Is RAJUK permission needed? The November 2025 rule
Under the Housing and Public Works Ministry notification of 9 November 2025, selling, gifting, inheriting or giving a power of attorney for a residential plot listed in RAJUK’s schedule needs no prior RAJUK permission. The buyer pays RAJUK’s transfer fee at the sub-registry office: 3% of the deed value for a vacant plot, 2% for land with a building or a flat. Within 90 days of the deed the buyer files a certified copy and the namjari papers with RAJUK; late filing costs Tk 50 a day, up to Tk 10,000. RAJUK updates its ownership record within 30 days of filing.
Still needs permission: commercial, institutional and industrial plots; plots allotted under special consideration from January 2009 to July 2024; plots with an ownership dispute involving government interest; plots listed as abandoned property and not released after 28 March 1988; and plots not in the schedule. Splitting or merging a plot or changing its use also needs permission.
In practice a sale deed also needs a lease deed. If the lease deed has not been executed, take advice from RAJUK and a lawyer before selling.
Is your plot in the schedule?
The schedule was gazetted in several parts, plot by plot (sector, road, plot number). So it is not enough that your sector appears; look for your own plot number. The gazette PDFs are on RAJUK’s notifications/circulars page (linked in the sources below); if you cannot find your plot, check with RAJUK’s Estate and Land section.
How many Uttara plots each part lists, by sector
| Sector | Part 1 (gazette 9 December 2025) | Part 2 (gazette 24 December 2025) | Part 5 (gazette 29 January 2026) |
|---|---|---|---|
| 1 | 135 | – | 6 |
| 3 | 477 | – | 66 |
| 4 | 585 | – | 53 |
| 5 | 245 | – | 22 |
| 6 | 286 | – | 55 |
| 7 | 596 | – | 91 |
| 9 | 461 | – | 156 |
| 10 | 765 | – | 59 |
| 11 | 940 | – | 17 |
| 12 | 705 | – | 256 |
| 13 | 774 | – | 59 |
| 14 | 638 | – | 43 |
| 15 | – | 1,644 | 44 |
| 16 | – | 1,353 | 486 |
| 17 | – | 2,284 | 304 |
These parts have no separate heading for Sectors 2 and 8, so look for plots in those sectors by plot number in the gazettes. Parts 3, 4 and 6 have no Uttara section. For Sector 18 only the Uttara Apartment Project’s flats are listed.
Papers, complicated plots and selling from abroad
Papers: the core papers for selling an Uttara plot are the RAJUK allotment letter, the possession papers and the registered lease deed. If you are not the original allottee, you also need all earlier deeds and proof that RAJUK’s record shows your name.
Things to check first on an Uttara plot:
- The original allottee has died: for a plot in the schedule, putting the heirs’ names on record needs no prior RAJUK permission, but every heir must sign the sale deed.
- No lease deed yet: pay all instalments, take possession and have the final survey done, then register the lease deed; then sell.
- Plot allotted under special consideration: plots allotted this way between January 2009 and July 2024 still need RAJUK permission, and such allotments are under process (see the changes below).
- You live abroad: sign a power of attorney at a Bangladesh embassy and send it home; after attestation, stamping and registration your attorney can sell the Uttara plot.
The full list of papers, mortgaged plots and plots held only by power of attorney, lost papers, the steps for selling from abroad and how to avoid fraud are in our guide to papers, tax and selling from abroad.
How much tax the seller pays, and what you keep
Source tax is 5% of the deed value or a fixed amount per decimal, whichever is higher: Tk 1,75,000 per decimal if the mouza is in Uttara Model thana, Tk 1,50,000 in thanas such as Uttara West, Turag or Uttarkhan. Check your mouza’s thana in your deed or at the sub-registry office. 5% becomes the larger figure once the deed value is above roughly Tk 50 lakh per katha (about Tk 58 lakh in Uttara Model thana). Enter the size, sale price, deed value and thana (1 katha is about 1.65 decimals):
Knowing the buyer’s costs makes negotiation easier
On an Uttara plot the buyer’s biggest cost is RAJUK’s transfer fee; the registration fee, stamp duty and local government tax are usually paid by the buyer too. Knowing what the buyer is budgeting for makes it easier to talk price.
| Cost | Rate |
|---|---|
| RAJUK transfer fee | 3% of the deed value for a vacant plot, 2% for land with a building |
| Registration fee | 1% |
| Stamp duty | 1.5% (Stamp Act schedule) |
| Local government tax | 2% in city corporation and pourashava areas, 3% in union areas (TBS, June 2025) |
| VAT | None on land sold and registered by an individual; sales by land development or building construction firms are outside this exemption (Finance Act 2026) |
The deed value cannot be written below the government mouza value. Source tax is advance income tax, adjusted in the annual return (details in our seller’s guide). The calculator above counts only the source tax; if you pay any other cost, you keep that much less.
What changed for Uttara plots in 2025–2026
- Selling without permission: since 9 November 2025 a scheduled residential plot can be sold without RAJUK’s prior permission; the schedule was gazetted in December 2025 and January 2026.
- Special-consideration plots: a RAJUK committee has reviewed the allotment of 1,425 plots given under special consideration between 2009 and 2024, 221 of them in Uttara; cancelling plots given without an outstanding contribution awaits the High Court’s directions (Jugantor, 12 October 2026). Buyers of such plots now ask for the type and date of the allotment letter.
- Taller buildings: the revised DAP was gazetted on 14 December 2025; FAR rose from 2.75 to 3.25 on a 6 m road and from 3.25 to 3.5 on a 9 m road (Prothom Alo, 16 December 2025). More FAR means more floor space on the same plot, which affects plot prices.
- Changes that apply to all land, such as the sale-agreement filing time going from 30 to 60 days and the plan to register at market value, are in our seller’s guide.
